Abstract
Costa Rica is ageing more than ever. Despite a national care policy since 2021 and a national law creating the National System of Support for Care and Dependency Care since 2022, there is no new funding and no new nationally provided services. In the absence of the national government’s roll-out of new services, some local governments have taken the lead in advancing services for dependent persons. The first has been the government of Heredia, which initiated the first experimental telecare evaluation pilot in Mesoamerica. This paper aims to outline the evaluation protocol, the basis for the current research design, explain its working hypotheses and describe the 634 elderly participants. It is hoped that the results of this evaluation can be useful to the national government to increase funding to local governments, strengthen the Costa Rican care system, improve the current poor integration of social and health care, and enhance the well-being of dependents and caregivers.
