Abstract
This work analyses the environmental attitudes and behaviors of andalusian citizenship in relation to the actors and policies of environmental protection in Andalusia. The author tries to show the influence of social change over environmental attitudes, and then, describes the relationship between these attitudes, so as the environmental question, that to say, the citizen evaluation and opinions about actor and government actions of environmental protection. This analysis shows that the andalusian environmental concern could be a growing social tendence, but has a strong statalism character: the citizenship assign to the State the responsability of environmental protection without their implication in this task.
