Resumen

Este artículo analiza las estrategias de colaboración para la prestación de servicios a nivel local en los municipios de España, Estados Unidos y Noruega. De forma concreta, se centra en la importancia y naturaleza con la que dicha estrategia se desarrolla en los casos mencionados, así como el papel que diversos factores tienen en ella. Para ello, se atiende a elementos de la dinámica social, económica y política del municipio, pero también a elementos del diseño institucional que configuran la posición que las administraciones locales ocupan en el sistema de gobierno local en cada caso. Ello requiere un planteamiento analítico en dos niveles diferentes. Uno de ellos, el que denominamos meso, atiende a elementos del diseño institucional que operan en el municipio como un elemento determinante en los modelos de coproducción de servicios. El otro nivel, denominado micro, atiende a aquellos elementos que sitúan en la sociedad política local, determinando también las oportunidades de las administraciones locales para el desarrollo de sus estrategias.
