Resumen
One of the main sources of armed conflict is the so-called interpretation dilemma, which occurs when a State must interpret the underlying intentions of actions undertaken by competitors, rivals or enemies. This phenomenon is fueled by the duality and ambiguity of security and defence strategies, but also by the lack of information when analysing their motivations. The dilemma of interpretation has been heightened as a consequence of the emergence of cyberspace, and the projection of power relations in this new dimension. This article aims to analyse the additional problems faced by a State when assessing the behaviour of other actors in cyberspace, the most important being: the existence of aggressive test, operational requirements for the development of cybercapabilities and the existence of cognitive biases in the analysis of information.
