Spanish Administrative Law is based on categories and rules that have remained unaltered for decades. However, this did not prevent the Administrative Law field from experiencing some transformations. Although these changes do not affect its core, they do have consequences in the application of administrative rules. This paper contains a systematic and synthetic exam of the institutions behind recent changes in Spanish Administrative Law
