Abstract

The principle of transparency represents one of the essential pillars of the democratic State. In this context, the right of access to information is a legal tool to achieve transparency of all acts of the State and also as a means of control and effective participation of all sectors of the society without discrimination. In this text the author analyses the meaning and limits of both principles.
