Resumo

Coastal hazards, natural and human-induced, are a major concern for local population and authorities since the interaction of coastal processes with human activities and structures can adversely affect the economy, health, wellbeing and safety of people and communities. Effective hazard mitigation planning requires the inclusion of stakeholders and end-users on the decision making processes, as well as cost/benefit assessment of the various risk prevention measures related to the costs for response and rehabilitation. Notwithstanding the considerable progress that has been made over the past few decades in the fields of hazards’ analysis and modelling, successful delivery of cost/benefit assessment still remains very challenging. In this paper we present a sustainable knowledge framework design to overcome the aforementioned limitations and weaknesses by a) reviewing and analysing the available frameworks, methodologies and tools, b) providing state of the art guidance as well as necessary data sources and support structures for the economic assessment of coastal risk prevention measures, c) developing training materials and training seminars for key stakeholders. This framework also entails the implementation of actions to ensure the active involvement of key actors in coastal areas, developing effective knowledge exchange mechanisms. Thanks to the European funded project EcosHAZ, outputs will be linked with follow-up initiatives from the local to the EU level, establishing national clusters of key stakeholders that would evolve into an EU transnational cooperation structure.
