Abstract

The passing of the EU Directive 2007/60 has been in all EU member States a milestone for the management of flood risk, of great influence on the development and management of the coastal areas. In this paper is presented, firstly, the results of an international consultation process though six European States in which responsible authorities point the current deficiencies and gaps regarding flood risk as well as the opportunities presented by the European Directive. Secondly, this paper analyses the Directive adoption process in Spain, paying special attention to the treatment of coastal areas in the three phases of implementation: i) preliminary assessment, ii) hazard and risk maps; and iii) flood risk management maps. Finally, the results of the international consultation process are discussed as well as the current and potential effects of the Directive on the planning and management of Spanish coastal areas.
