Résumé
Disinformation has become a serious threat to the viability of open societies. The purpose of this report is to formulate a framework for action to improve the resilience of democratic systems. This work review the abundant literature that has addressed this problem in recent years from a prescriptive approach. It analyses the guiding principles that contribute to the formulation of effective policies to protect democratic systems against the danger of hostile disinformation campaigns: transparency, information exchange, the use of civil society, improving our knowledge of the problem, exercising deterrence, protecting the media and making intelligent use of technological tools.
