Abstract
Reflecting on the connection between training and civil servants has become another particular issue within the present-day situation of crisis. Whatever the point of view we take, it becomes really difficult to combine public policies involving budget spending and the figure of the civil servant, who is under some adjustments which imply staff reduction, at a certain point in time in which the ruling paradigm is that of public spending reduction and the State's resizing downwards. But we may also wonder if what is broken is an administrative system in keeping with the ruling constitutional principles, in the Spanish case, and which is conferred to a welfare state. The reflections and analysis exposed in this article also point out to this direction, and we also try to outline a comprehensive overview of the different systemic elements involved and the possible future alternatives.
