Abstract

Provincial Councils have become a recurrent topic since both its functionality and need have been questioned. The new Andalusian laws give the opportunity to reflect, firstly, on the sense and reach of these laws as well as ,and more specifically, on the position deduced for Provincial Councils. The challenge the laws which may affect the Andalusian Autonomous Region local entities must respond to the request for territory governability in such a way that they allow their progress regarding territorial cohesion and balance. It is still surprising the way the Provincial Councils are dealt with in the Law 6/2010 since, to the praise caused by municipal participation in a part of the autonomous income and the fact that these benefits would have unconditional character, it must be added the certainty that, in practice, it will contribute to reduce the importance of the role of Provincial Councils.
