Résumé

On March 14, 2013, the European Council approved the priorities to ensure financial stability, fiscal consolidation and measures to promote growth. Between them, and this is important, it focused on the urgent need to modernize the public administration. The recommendation of the European Council relating to the national reform programme of 2013 of Spain, which is issued an opinion of the Council on the stability programme of Spain for 2012-2016 confronts the Spanish State on the need to reform its public administration and therefore proceed with modification of the Spanish local plant, the competencies provided by councils and the budgetary support services attending the social rights of citizens. This article aims to know the extent of the measures for the reform of the local administration and its effect on the effective enforcement of the social rights.
