Abstract
The effects of the economic, social and institutional crisis that began in 2008 have led to a severe deterioration in the conditions of life and a massive impoverishment of broad layers of citizenship. Public authorities of the Andalusian autonomous region, responsible for ensuring the development of the social rights enshrined in the Statute of autonomy of Andalusia, refurbished in 2007 have been approving measures for social inclusion to prevent the advance of poverty and inequality in Andalusia. The decrees - law of extraordinary and urgent measures for the fight against social exclusion and its relationship with social rights are the subject of this study.
