Zusammenfassung

El objetivo fundamental de esta tesis consiste en el diseño de una reforma fiscal del Impuesto sobre el Valor Añadido en España, bajo criterios de equidad, sin obviar los criterios de eficiencia. Se desea identificar los cambios deseables (directrices) en la regulación del Impuesto sobre el Valor Añadido que tengan un impacto diferencial positivo respecto a: 1) la desigualdad, 2) la pobreza y 3) el bienestar social. En síntesis, este trabajo pretende básicamente dar respuestas a determinadas preguntas: a) ¿Se puede diseñar una reforma de la estructura impositiva del IVA que reduzca sus efectos redistributivos desfavorables? b) ¿Existen reformas fiscales del IVA que minimicen los efectos negativos sobre la pobreza sin afectar al potencial recaudatorio? c) ¿Se puede generar mayor bienestar social mediante el diseño de reformas del IVA, sin coste recaudatorio? De estos objetivos generales, se deriva otras cuestiones adicionales. ¿Sería aconsejable aumentar la distancia entre el tipo reducido y el tipo general del IVA en España? ¿Es adecuado reducir los límites inferiores del tipo reducido? ¿Debe aumentar el tipo general? ¿Es socialmente eficiente seguir las directrices de la Unión Europea respecto a la armonización en materia de imposición indirecta? ¿Deben estar exentas de IVA algunas necesidades básicas, tales como los alimentos o medicinas? Se postularán diversos escenarios fiscales, y se simularán sus efectos potenciales sobre la redistribución, pobreza y bienestar social. La estrategia para satisfacer estos objetivos generales y parciales es la siguiente. En primer lugar, e Independientemente del criterio de evaluación (efecto redistributivo, pobreza o bienestar social), se evalúa la situación de partida. En segundo lugar, se pretende predecir los efectos de una reforma marginal del IVA en España sobre los objetivos citados. En tercer lugar, se sugiere una reforma general del IVA en España que contribuya positivamente a los objetivos de redistribución, pobreza y bienestar social. Además, se postulan otros escenarios tributarios alternativos del IVA en España para cuestionar los diferentes objetivos parciales. Por último, se lleva a cabo la simulación de las distintas propuestas de reforma del IVA en España, y se realiza su pertinente evaluación de cómo contribuyen a la satisfacción de los objetivos básicos de la tesis. Para el logro de estos objetivos, se necesitan algunas aportaciones metodológicas. En primer lugar, se desea identificar las consecuencias redistributivas con un nivel de desagregación que sea relevante políticamente. Además, se esboza una descomposición perfecta de los efectos sobre la equidad vertical del Impuesto sobre el valor Añadido. También se determinar el grado de ruptura de la equidad horizontal de este tributo indirecto. En segundo lugar, se desarrollan mejoras metodológicas que permitan medir el impacto sobre la pobreza ante cambios en los regimenes impositivos de las diferentes categorías de gasto. La literatura hacendística ha descuidado este criterio para evaluar posibles reformas del IVA. Además, se propone un nuevo instrumento metodológico para medir el impacto de las reformas del IVA sobre la pobreza: La Curva de Concentración de Pobreza. En tercer lugar, este trabajo se preocupa de diseñar reformas que mejoren el bienestar social, evitando la discrecionalidad en la elección de la función de bienestar social (sin imponer previamente un juicio de valor normativo). Para ello, se utilizan las Curvas de Dominancia de consumo normalizada, que permiten identificar cómo varía el bienestar social cuando se produce una reforma marginal de los tipos impositivos del IVA. The principal aim of this research is the design of a tax reform of the Value Added Tax in Spain, under justness approaches, taking into account the efficiency approaches. I want to identify the desirable changes (guidelines) in the regulation of the VAT that have a positive differential effect regarding: 1) inequality, 2) poverty and 3) social well-being. This work pretends to answer to certain questions: a) Is it possible to design a VAT tax reform that reduces their unfavorable redistributional effects? b. Is it possible to design VAT tax reform that minimize the negative effects on the poverty without deadweight lost ? c. Is it possible to increase the social well-being, with the same revenue? There are other additional questions derived of these general objectives. Would it be advisable to increase the distance between the reduced rate and the general rate of the VAT in Spain? Is it idea to reduce the inferior limits of the reduced rate? Should the general rate increase? Is it socially efficient to follow the guidelines of the European Union regarding the Indirect tax harmonization? Should some basic necessities be exempt of VAT, such as the foods or medicines? Several fiscal structures will be postulated, and their potential effects will be simulated according to redistribution, poverty and social well-being. The strategy to satisfy these general and partial objectives is the following one. Fist of all, it must evaluate the initial situation. Second, I pretend to estimate the effects of a marginal tax reform of the VAT in Spain on the mentioned objectives. Third, I propose a general VAT tax reform in Spain that contributes positively to the objectives of redistribution, poverty and social well-being. Also, I postulate others alternatives tax scenarios of the VAT in Spain to question the different partial objectives. Last, it is carried out the simulation of the different proposals of VAT tax reform in Spain, and the consequent evaluation of how rich the basic objectives of the thesis. To achieve these objectives, I need some methodological contributions. First, I want to identify the distributional consequences with a level of decomposition that is politically outstanding. Also, I propose a perfect decomposition of the impact on the vertical equity of the VAT. And I try to calculate the rupture of the neutrality horizontal of this indirect tax. Second, I develop methodological improvements that allow to measure the impact on the poverty when there are changes of the VAT rate structure. The public literature has forgotten this approach to evaluate possible VAT reform. I use a new methodological instrument to measure the impact of indirect tax reform on the poverty: Poverty Concentration Curve. Third, this work worries about designing the tax reforms that improve the social well-being, avoiding the any particular selection of the function of social well-being (without any assumption about the normative value previously). The Normalized consumption Dominance Curve is used to allow to identify how changes the social well-being when a marginal tax reformation of the VAT rates.
