Abstract

The Law 5/2010, June 11th, Title II, on the Andalusian Local Autonomy, designs a really important group of new regulations with which it is intended to reinforce and make fully effective the autonomous exercise of the local competences. Under the local autonomy and within the frame of its competences each local entity will implement their own and differentiated policies. The notion of Local Services of General Interest and its implementation to Local Governments so as to give structure to the exercise of local competences legal system, represents the most relevant innovation in this part of the Law 5/2010. Along with that, we have to highlight the relevance of the notion of Basic Public Services, of compulsory provision in all municipalities in Andalusia. Furthermore, it is also significant the lawmaker's effort so as to adapt the form and legal system from the local bodies which are designed, to the purposes entrusted by the provision of the different public services and the exercise, when required, of economic activities by the local entities in a system of free competition
