Abstract

Parliament is the highest institution in democratic systems. Its historical development reflects the progressive struggle to get the representation of all citizens. As the expression of the popular will, the parliamentary institution became the most important authority of the political system. However, Parliament has undergone a process of decline that pushed it into the background in public life, thus losing an important part of their power. Added to this is the questioning of its raison d’être by some sectors of the population. Consequently, we intend to analyze this process.
