Resumen

The aim of this study is to analyse the implementation of the quota of reserved places for academics with disabilities (PDI) in public universities in Spain from 2017 to 2020. Using a mixed research design, the current regulations are analysed, public competitions for accessing to teaching and research staff positions are monitored and the participation of the heads of the vice-rectorates for teaching staff is facilitated by means of an online survey. The results show that the universities are not complying with the current regulations and only a quarter have implemented this quota as a measure to facilitate equal opportunities. It also shows that there is a biased use of this affirmative action measure, which is basically being used to facilitate the promotion of teaching and research staff who already belongs to the university system. It is concluded that Spanish universities maintain a weak, discontinuous and biased commitment to teaching and research staff with disabilities.
