Abstract

In 1987, Moshe Amirav began unofficial secret negotiations with Palestinian intellectuals from the interior to reach a common agreement on a draft memorandum to be ratified by their leaders. The meetings lasted throughout the summer and resulted in a joint document establishing the general principles of peace between the two peoples. However, this draft was never ratified, causing serious consequences for its creators. The popularly called by the press the Amirav-Husseini plan would become a model for subsequent international negotiations between Israel and Palestine
