Abstract

The work of Gabriela Mistral is approached, who tends to be better known for her poetic production than for the literary one as a reflection of her opinion and / or reflection on political and social issues. It's analyze the speech delivered in 1931, in the Normal School of Institute of the City of Panama and the articles: “Primary compulsory instruction” and “A secret exchange”. She is observed in this way like a visionary, militant, committed and advanced author 155 years, which Law 20.845 clearly and precisely establishes: State is a provider but a guarantor of education as a social right.
