Abstract
The reduction of temporary employment, characteristic of the Spanish labour market, is a fundamental objective of the latest labour reforms, not only in the private sector, but also in the public sector, as demonstrated by RDL 32/2021 and Law 20/ 2021. The present work focuses on the legal regime of labour contracts for vacancy coverage in the public sector. After highlighting the shortcomings of its legal configuration, which can lead to abusive use over time, a diachronic perspective will be followed to analyze the contributions of both national and European jurisprudence, as well as the scope of recent legal responses from of the 2021 reforms. Finally, the last part of the work proposes to investigate clues for reflection that allow, in the long term, a reasonable and adequate use of labour contracts for vacancy coverage in the public sector.
