Zusammenfassung

This article is a continuation of the commitment to study the course of the processing of the Bill for the creation of the Independent Administrative Authority for the Defense of the Financial Customer. It faces the recent and unexpected situation of dissolution of the Upper and Lower Houses of Parliament and calling an election for both chambers, and the consequent fall of this text in the processing phase. Notwithstanding what has happened, a regulatory and socio-economic contextualization is provided, the content of reports and opinions of external bodies are considered, and the article concludes with some critical reflections on the projected institutional model. An attempt is made to enrich the research by bringing to the text the vision that, after the dissolution of the Cortes, has been gathered from traffic operators. Improvements are proposed for rethinking in a possible future processing.
