This paper presents a preliminary analysis of the response systems that universities in Spain and the United Kingdom have developed to address the COVID-19 pandemic and its consequences, in order to provide a response to the university community and society as a whole, in terms of the concerns and needs that arise from it. Specifically, it aims to define some of the indicators and response measures generated by universities in Spain and the United Kingdom, as a first step towards carrying out a subsequent comparative analysis. To this end, a descriptive documentary review was carried out, with an analysis through a series of categories, including: health, teaching, organisational, research, technological and administrative measures during the COVID-19 pandemic. More than 150 documents were handled, of which 18 were selected. Among the results, it is worth noting that despite the fact that universities in Spain and the United Kingdom have generally implemented a significant number of measures under the slogansof cooperation and anticipation, most of them follow a pattern of lack of collaboration and leadership in Spain, while in the United Kingdom, the signing of the Knowledge Exchange Concordat (KEC) is presented as an instrument that has allowed for the proactive exchangeof knowledge and a collaborative and creative effort that translates knowledge and research into repercussions for society and the economy
