Zusammenfassung
El papel de las coaliciones de gobierno en el Estado social puede enfocarse a través de tres visiones sucesivas y, hasta cierto punto, complementarias. En primer lugar, la gobernabilidad, que constituye la exigencia histórica originaria, influyendo en la percepción de la fortaleza y el tamaño de los Ejecutivos. En segundo lugar, la capacidad de programación de políticas, plasmada en la agenda del Gobierno, que reviste una especial dinámica plural en los modelos de coalición. Y finalmente el desafío de la gobernanza, donde la lógica de las coaliciones puede condicionar un estilo general de acción pública.
