Abstract

The role of government coalitions in the Welfare State can be approached from three different evolutionary (and, to some extent, complementary) perspectives. First is the government perspective, which constitutes the original historical demand, influencing the perception of the strength and size of the Executives. Second is the capacity of governmental programming, reflected in the governmental agenda, which has a particular plural nature in governmental coalitions. And finally is the challenge of the governance paradigm, where the logic of governmental coalitions can determine a general style of public action.
